California Sales, Use & Transactions Taxes
City Portion and How it is Used
The City of Galt receives only a small portion of the sales and use tax collected by the State from sales made in Galt. The City receives California Special Tax at 1% that is used for core services to the community such as police services and maintenance of public facilities and parks.
The Special Transaction & Use Tax is a specific public safety tax approved by Galt voters to be used only for police services and equipment.
Comparability
California sales and use tax rates vary from 7.25% to 10.50% depending on the location of the sale. Sacramento County's rate is 8.75%. Galt's average sales tax per capita is $94, whereas the average in Sacramento County is $266 per person per year. Retail sales leakage is a major contributor to Galt's considerably low sales tax collection per capita. Retail leakage means that residents are spending more for products than local businesses capture. Neighboring communities are providing these products, in addition to online retail sales, which is diverting the sales tax revenue to other surrounding cities and the county.
Collection of Sales and Use tax
With the exception of certain goods sold to common carriers, the transaction and use tax is imposed on the same goods and merchandise as the local sales and use tax. However, where the Bradley-Burns Sales and Use Tax is generally allocated to the jurisdiction where the sale is negotiated or the order is taken, the transactions and use tax is allocated to the district where the goods are delivered or placed into use.
Sales tax collected from online sales (ecommerce) is generally attributable to the County where purchases are delivered, then the County pool revenue is distributed to local agencies. The City of Galt receives approximately 1% of the Sacramento County Sales and Use Tax Pool.
