Special Transaction and Use Tax for Police Services

Measure R provides funding for "police services" beyond expenditures for police services as reflected in the FY 2007-08 budget. For purposes of Measure R, police services "means all programs, functions and operations of the Galt Police Department, including hiring additional police personnel; recruitment and retention of police officers; enhancing youth anti-gang and anti-drug programs; improving police training; purchasing police equipment; enhancing graffiti abatement, and, increasing police presence in the City of Galt's neighborhoods, parks, and schools." GMC § 3.40.140. These expenditures may include all police service costs so long as they supplement the FY 2007-08 budget and comply with the ordinance. Currently, Measure R revenues pay for 10.5 positions including patrol officers, gang detective, school resource officer, professional standards officer, dispatchers, records technician and other police services program costs. 

Measure R Annual Reports

Galt Municipal Code requires the Measure R Citizens' Oversight Committee to provide an annual report to City Council and the public. The ordinance directs, in part, that "The Citizens' Oversight Committee shall conduct an annual review of expenditures of revenue collected pursuant to this ordinance to determine whether such funds are expended for the purposes in the then current Police Services Expenditure Plan" and "issue an annual report on their findings to the City Council and the People". The Citizens' Oversight Committee's annual report "is subject to review and approval by the City Council," but the Oversight Committee's review is confined "specifically to revenues generated pursuant to this Ordinance." GMC § 3.40.150.C.
