Background:

In 2017, the City received a State of California Energy Commission (CEC) projects grant to address the City’s Climate Action Plan, Corridor Plan, and Galt Market Master Plan.  The grant included $130,000 to explore redevelopment opportunities of the entire 45-acre Galt Market Grounds to ultimately create a conceptual plan which would provide a roadmap for future development of the properties.

In 2019, the City began the conceptual planning process and community outreach in development of the plan. Presentations were provided to City Commissions and Committees along with the local school boards.  A community focused public forum was held in March 2020,  just as the COVID-19 pandemic began. The project was put on-hold in hopes that the COVID-19 health crisis would end and additional community outreach could resume.  

The CEC grant had a deadline to expend funds by of March 31, 2021, which greatly reduced the public outreach component in development of the plan.  As a result, staff worked with the project consultant, Williams + Padden, to prepare a visioning document in early 2021, without extensive public input. However, staff was able to present the draft Galt Market Community Plan - 2040 Visioning document to over four dozen community organizations, local stakeholders, and area agencies to gather feedback on the Visioning document.  These presentations generated a great deal of discussion around what the transformation of the Galt Market grounds could look like over the next 20 - 40 years. Many of the comments received were incorporated into the final Galt Market Community Plan - 2040 Visioning document.  

Current Status:

The City of Galt City Council accepted the Galt Market Community Plan - 2040 Visioning document during the January 18, 2022, City Council meeting.  Direction was given to staff to return to Council at a later date to further discuss the possible implementation of the Galt Market Community Plan, including future design workshops, economic analysis and a potential implementation plan.  The item is tentatively scheduled for City Council discussion in January 2023.
