CITY OF GALT PLACES MEASURE L BEFORE VOTERS
The Measure Would Ask Voters Whether the City Treasurer and City Clerk Should Be Appointed Rather Than Elected.
GALT, Calif. — The Galt City Council has voted to place Measure L before voters on the November 3rd, 2026 election to update the City's administrative structure by making the City Treasurer and City Clerk appointed rather than elected positions.
If approved by voters, Measure L would authorize the City Council to appoint qualified individuals to serve in these positions through a selection process that could focus on education, experience, professional qualifications, and technical expertise.
"The City Treasurer and City Clerk perform functions that help ensure the integrity, transparency, and financial stability of City government," said Galt Mayor Bonnie Rodriguez. " Measure L gives Galt voters the opportunity to decide whether these positions should be filled through an appointment process that gives the City the opportunity to make these decisions based on qualifications, experience, and expertise."
The City Treasurer is responsible for overseeing the investment of public funds and helping ensure the City's financial resources are managed in accordance with state law and City policy. Each year, the position is responsible for oversight of approximately $168 million in taxpayer resources that support public safety, streets, parks, infrastructure, water, wastewater, and other essential City services.
The City Clerk administers municipal elections, serves as the official custodian of the City's legislative records and public documents, prepares and maintains City Council agendas and official minutes, preserves ordinances and resolutions, and helps ensure compliance with California's open meeting and public records laws. Together, these positions are responsible for managing and investing public funds, administering elections, maintaining official records, supporting the legislative actions of the City Council, and ensuring compliance with numerous state laws. Under Measure L:
- The City Clerk and City Treasurer would become appointed positions.
- Candidates could be selected through a professional, merit-based recruitment process.
Many California cities have transitioned these positions from elected to appointed offices. Appointments to these offices help ensure that individuals managing public finances, official records, elections, and legal compliance have the expertise needed to perform these important responsibilities effectively.
If approved, it would not change the authority of the City Council, as the individuals holding these positions can be held accountable for their actions through public meetings, performance evaluations, and established personnel policies.
